Dec 18 The German and Austrian foreign ministers notify Trotsky that they will reach Brest Litovsk to begin general European peace talks. Petrograd papers say Trotsky notified Allied embassies that armistice has definite results and peace negotiations are about to begin, asking if they wish to participate.
Cleveland December 18 John D Rockefeller's estate at Forest Hill burned with loss around 100 000. Most paintings were removed months earlier and the blaze is believed incendiary or origin. Removal saved Rockefeller hundreds of thousands in value.
Washington Dec 18 Development of the national army program of vocational schools for selected draft men will be undertaken tomorrow at a conference of representatives of state boards of vocational education. More than 50 graduated vocations will be discussed.

In Otto on December 18, English speaking Canada backed conscription via the Sir Borden Union. German and French Canadians and foreign language speakers opposed conscription and favored Laurier's return.
