Washington December reports Senator F M Simmons chairman of the Senate Finance Committee will convene to revert and abandon all business except the war revenue bill. Senator Reed Smoot opposes the plan to raise four billion dollars in 1920 arguing public belief held burden covers all expenditures. Simmons says taxes must be cut and the war debt paid off gradually and Congress must quit shifting taxes onto the people at the earliest possible moment.
