London dispatch reports England will press the Allies for the Kaiser’s surrender from Holland. A commission is named to assess Germany’s war-loss payments, as President Wilson departs and the mood turns toward punitive terms. The former emperor is reportedly writing as time tightens.
London dispatch reports a conference consensus among Allies to press Holland for the surrender of the former German Crown Prince and the former Kaiser. An interview with the Crown Prince to the Associated Press stated he had not abdicated or renounced any rights, reinforcing the push to bring them under Allied control.
Telegraph dispatch from London describes the former Kaiser as moody with a terror in his heart and writing feverishly against time, his demeanor reflecting distress as reports reach that he remains under intense scrutiny.
Washington December 4 Carter Glass Virginia Democrat and chairman of the House Banking and Currency Committee is officially reported to be selected as Secretary of the Treasury replacing the resigned William G McAdoo Glass would step into the post if approved by the Senate and President.
An official Montenegrin government communication denies reports that King Nicholas was deposed and that Montenegro planned to declare a republic. The message states the monarchy remains in place and no change in government is imminent.

London reports Russia refused to admit 1 509 000 Russian soldiers held as prisoners of war in Germany and sent them back at the frontier. The reversal threatens German sustenance and tests the new government seeking relief via the Peace Congress. Amsterdam notes Germany fears Bolshevik upheaval led by Liebknecht with Reds and extremists believed to have hidden artillery and munitions awaiting monarchist support.

December 4 report says Lieut H K Perry was captured by three sheriffs at Palmdale 75 miles south of here. He is believed to be the prisoner who shot Captain Abram Posner near here the day before. Authorities think Perry may be demented.
Washington December 4 President Wilson announced the resignation of Bernard Baruch as chairman of the War Industries Board and said the commission will cease to exist as a Government board after January 1.

Washington December 4 Dr Harry A Garfield Federal Fuel Administrator has tendered his resignation and it has been accepted. The vacancy follows weeks of policy changes and energy crisis measures in effect across the administration.
Paris dispatch reports the American dreadnought guiding President Wilson’s peace ship will turn about to escort a large group of soldiers and sailors home for Christmas. In Washington the War Department lists 30 demobilization camps where personnel will be discharged.
The department plans two week annual live service periods for reserve officers to gain experience in tying fields and coordinating with planes to maintain coastal aviation stations.
Newton D. Baker of the War Department estimates that 2.6 billion dollars in war contracts have been cancelled since the armistice. The department plans further reductions as it recalculates postwar obligations and arrangements.
