Former Gov. Alfred E. Smith announces heading a company to build the Empire State Building, an 80 story skyscraper on the Walder Astoria site in New York. The tower will reach about 1,000 feet, cost over 60 million dollars, open to 60,000 during business hours, and Smith may earn 50 thousand yearly with ownership shares. Entomology students at the University of Virginia gain a long six foot beacon aiding insect collection.
Capt. Georg H. Wilkins, Arctic and Antarctic flyer, who recently circled the globe aboard the Graf Zeppelin, wed Suzanne M. Bennett, Australian actress, in a quiet ceremony before Justice of the Peace Myron J. Penner in Cleveland Ohio.
Dr Hugo Eckener, master of the Graf Zeppelin, arrived in Washington to thank President Hoover and U.S. officials for aid that helped achieve the historic air voyage. He said the flight could not have been accomplished without American assistance.
New York Aug 30 mob psychology sharply affected securities as the New York Federal Reserve raised its rediscount rate from five to six per cent. Traders dumped stocks en masse, wiping out billions in hours. Some bankers had urged a rise to curb speculative credit and guide future stock gains, while others warned six per cent could thread liquidity through call loans and broker loans.
Letters and documents recording the agreement between France Great Britain Belgium and Germany on evacuation of the Rhineland and related reparations questions have been signed by government representatives. The Magne Conference protocol will be registered and ready for approval later. The conference adjourns tomorrow with several matters left for future action by the governments.

The former Missouri senator is Kansas City's hardest working lawyer who arrives before staff, buys a drink at a drug store, and often works late into the night drafting legal briefs.
Lady Mary Heath, famed British aviator, crashed through a factory roof during a practice landing in Cleveland. She is in critical condition with a fractured skull and internal injuries. Her mechanic Irwin Kirk leapt to aid her, injuring his ankle and cutting his hands. Winners at the event include Gladys O Donnel, Louise Thaden, and Blanche Noyes in related races.
A large group of Dukhobors was arrested for parading on the highway south of Nelson British Columbia. Police seized four sect members who disrobed as officers arrived. About 150 in the caravan shed their clothes and chanted while a government agent gave them 30 minutes to dress. They refused, and 100 were jailed as authorities used buses and trucks to move them to overflowing jails. Babies were left with younger members amid the chaos. Peter Veregin, leader of the Christian Community Universal Brotherhood, attempted to restore order.
An old water front building in Algeria collapsed trapping residents. Estimates place dead between 50 and 70 with 30 families affected. Eighteen children and five persons rescued. ten bodies recovered and eighteen injured. Work continues amid uncertain death toll as responders search debris.
Washington Aug 30 Uncle Sam withholds the radius of action for his 10 000 ton battle cruisers as two more ships Houston and Northampton are readied for launch September 7 at Newport News Virginia Sponsors named Mrs Calvin Coolidge and Miss Elizabeth Nolcombe. The eight ships planned under the 1924 armaments program include Pensacola Salt Lake City Chester Augusta Louisville and Chicago with divisions to operate from the Atlantic coast. Commissioning is tentatively set for June 1940 led by Northampton as division flagship.
In Georgia Col. Lindbergh posed with photographers in Cleveland while two Hoover brothers and Harry Sligh stand charged with murder in a plot to obtain eighty thousand dollars in life insurance for Harvey Loving. The case centres on a missing youth and burned Georgia home amid disputed claims and arson history.

Development work at the United Eastern camp on the Tulsequah River is progressing satisfactorily, though high water hampered navigation for several days and endangered prospectors in small boats. Eaton will stay several days before returning to Seattle for the winter. 134 turkeys are being raised in complete confinement at the Pennsylvania State College Agricultural Experiment Station, defying the fowl’s natural habits.
Bodies of Paul Leslie O'Dell a railway mail clerk and an unidentified woman with bullet wounds were found near Cluft Drive. A torn letter mailed from Oklahoma on August 28 was found at O'Dell's site. Police suspect the woman may have died by strangulation with beads. The case remains a mystery.
Coastwise steamer San Juan sank off Pigeon Point after a fog collision with the S C T Todd. Sixty five aboard plus 45 crew reported. seventy four passengers unaccounted for and feared drowned. Survivors say Captain Adolph Asenlund went down with the ship as rescue efforts continued.
