Berne Aug 22 official reports say Chancellor Michaelis told the Reichstag he cannot agree with allies on the reply to the Pope peace proposal. Diplomats say Vienna and Sofia also show a widening rift among Berlin Vienna and Sofia with indications of a deep central powers split.
Washington Aug 22 The Provost Marshal General will prepare a full report on draft operations after the first increment of 687000 men is mobilized, expected by October. No steps toward calling the second increment will be taken until the report is ready. Training areas at 16 National Guard camps and 16 cantonments will be filled to capacity, leaving a surplus beyond regular army needs. The organization of an additional half million men is unlikely before early spring 1918.
Eleven o'clock on the night of Saturday September 8 is the time fixed by the food administration when all processes in the production in the United States of distilled spirits for beverages must stop. The one day period allowed from the approval of the food control law expires at midnight September 9, but this date falls on Sunday, and internal revenue laws prevent the operation of distilleries after 11 o'clock Saturday night.

Several steamers announced for Seattle departures tomorrow and Friday including Dolphin and Mariposa postponed, Admiral Farragut Tampa? Noted. Southbound sailings list ships Alameda City of Seattle and Princess Sophia due Friday morning with mail.
Chicago August 22. The Consumers Company the largest retail coal dealer announces a slash of 1 to 1.80 dollars on soft coal effective immediately as part of President Wilsons price fixing order. Other dealers promise similar cuts. The Chicago fuel bill will drop by about 30 million dollars. Washington August 22. President Wilson will soon fix mine to middleman and retailer prices after determining prices for coal at mines nationwide. The commission has set mine prices slightly over $2 per ton in large producing regions.
War time tax news dominates the bulletin from Washington as the Senate votes to raise taxes on millionaire incomes by 67 percent and to widen the tax base on war profits and large incomes. Senators Borah and LaFollette advocate higher taxation to fund wartime costs as the public endures higher living costs and seeks steady employment opportunities amid production increases.
Mr Thane, manager of Alaska Gastineau, says the sole issue is labor. If enough workers stay to move ore to mills, the present capacity can be sustained for about a year and a half without breaking more ore. He seeks 200 to 250 more men, favors married steadier workers, notes experienced workers secure, and claims living conditions and wages in Juneau rival any US camp.
Dan Callahan of Fairbanks is acquitted of a violent crime against a native girl in Ruby Alaska. Jurors were out 14 hours with an initial 10 to 2 vote for acquittal. Co-defendant A Knudson was found guilty of a similar offense and faces sentencing. Tom Marquam defended Callahan. Callahan had been convicted last year and was serving a sentence on McNeill Island when a new trial was granted.
In Mexico City on August 22 friends of Germany publish anti United States material in newspapers. The campaign, led by R. Lubeck, a wealthy retired German merchant, has yet to persuade the educated and influential classes.
Seattle Aug 22 James Gusson chairman of the Pacific Coast Committee of the Associated Chamber of Commerce returned from Washington with news for Alaskans. He said a pending bill allowing foreign tonnage to ply coastwise when American tonnage is available is misunderstood and Alaska will be totally unaffected. He briefed Alaska steamship line officials on the measure.
Aug 22 report states Julian Biddle an American aviator was killed in French service two days earlier while Corporal Harold Willis of Boston, an aviator, was shot down inside German lines and remains a prisoner.
The fire department secretary R W Bruce announces a growing fund of two bit donations for the war effort. The campaign draws widespread support with many small gifts and one notable ten dollar contribution labeled from the "boys." The appeal highlights civic generosity and readiness to aid firefighters in case of fire.
Ten German aeroplanes neared the English coast with two shot down. Bombs hit Dover and Margate, killing three and injuring two. Earlier raids on the Yorkshire coast caused only trivial damage as the British air fleet repelled the attackers. The article notes new air service expansions and wireless detachments patrolling over the Channel.
British front near Ypres Aug 22 reports Irish units showing extraordinary valor in heavy fighting between Fortuin and Frezenberg. They attacked Bavarian positions under a hail of shells and machine gun fire, captured some ground, then retreated to and defended their trenches against despite counterattacks.
Paris reports an official total of German captives surpassing 61,000 since renewed Verdun operations. The statement notes a violent night counter attack on the Verdun front along the Meuse margins, with Germans penetrating French lines at several points before being driven out.
Rome report states over 13,000 Austrians captured on the Isonzo front with thirty guns seized. Italian gains noted along the battle line north of Gorizia as operations continue.
