The State Department warned all belligerents that they will be held responsible for the liner American Legion. Germany was specifically notified as the ship was to enter the danger zone Sunday night. The vessel flies an illuminated U S flag at all times.

Baranof Hotel manager Bob Schoettler sails south on the Aleutian to spend a few days in Seattle on business and expects to return in about two weeks. Mrs. Katherine Hooker visits friends in Skagway, traveling aboard the Yukon.
Willkie indicates he awaits Roosevelt's reply to a Saturday challenge to debate political issues. He plans a campaign swing starting in California and Washington, then Midwest and East after a Kansas kickoff in mid September.
Frank Kenly of Phoenix Arizona travels as a passenger on the Baranof heading for the Kenai Peninsula for another Alaska sheep hunt. Kenly has hunted in Alaska before. House guest Mrs. Arthur Hansen of Portland is spending a week here as the guest of Mr. and Mrs. Arthur E Grover.

President Lee accepted Henry A. Wallace's resignation as Secretary of Agriculture effective September 5. Claude Wickard of Indiana, a farmer, was nominated to succeed Wallace and Paul H. Appleby of Maryland will become Wickard's assistant. Wallace will campaign full time on agricultural issues.
The Senate Appropriations Committee approved a $5,869,277,000 bill to fund the start of a two ocean navy and to equip the Army with 200,000 men, marking a major boost in defense planning.
Senators began another week of sharp debate over the Burke-Wadsworth conscription bill with Senator Lister Hill of Alabama accusing the proposed enlistment program of placing a premium on slackerism and penalizing patriotism.
The Union Sulphur Company vessel Herman Frasch bound for the east coast via the Panama Canal was intercepted off Acapulco by Mexican gunboat and officers boarded the ship. Bradford Washburn and party departed aboard the Prince Rupert after climbing Mount Bertha. Gertrude Naylor left on the Prince Rupert for a six week California vacation.
Roosevelt and Mackenzie King announced a permanent Joint Board on Defense to coordinate hemispheric security. The board will study sea land and air defense, personnel and materiel, with militarists named to lead immediate studies. The aim is to establish the board by Thursday and meet next week.
The National Defense program mandates a nationwide alien registration from August 27 to December 26, 1940, by the Immigration and Naturalization Service. Over 500000 aliens are expected to register at post offices, with fingerprints for those 14 and older and penalties of up to 1000 dollars fine and six months in prison for noncompliance.
