Washington reports that a threatened crisis between Mexico and the Allied powers and the United States has been averted. President Carranza cancelled the provision allowing seizure and confiscation of developed oil lands for failure to declare and submit to taxes deemed excessive.
George W. Dickie, noted naval marine engineer and architect, died Saturday in Oakland. He designed and supervised the building of the famous battleship Oregon.
Detroit August 19 Henry Ford announced plans to build several large tractor plants in Mexico with an initial investment of 1 million dollars. He will not take any funds from Mexico and profits will be reinvested in the plants. If profits grow too large excess will be given to the Mexican government for disposal.
The American Naval Congressional committee arrived in Rome on August 19 and was welcomed by Admiral Resio.
Provost Marshal Crowder announced a new program expecting to raise 2.3 million men by next June and call 2 million more, totaling over five million in uniform. Secretary Baker and Gen March told the House Military Committee that the man power bill must pass immediately to win the war, arguing for prompt action versus delaying.
