Secretary Morgenthau disclosed that the United States is considering taking World War debt payments from frozen French funds in the United States. He noted he wants to see what happens to American investments in France before funds are released. France owes the United States 4 billion dollars.
The French Supreme Court began hearings to determine who led to the nation’s disaster and punish the responsible actors. Georges Mandel arrived secretly under military escort and faces charges of plotting against the state and being partly responsible for wartime defeat. Also charged are former premiers Edouard Daladier Blum Reynaud and General Maurice Gamelin, who have yet to arrive.
Washington reports the National Defense Advisory Commission urged the Justice Department to show sympathy to big oil firms amid an anti trust battle. Assistant Attorney General Thurman Arnold plans a suit to separate oil production from refining and selling, accusing the industry of overcharging the public on high test gasoline by about 150 million dollars annually. The defense commission intervened rather than demand dropping the action, warning of disruption during a sensitive period.
Washington dispatch argues for compulsory military service as a peace time measure. It predicts 12 million men to register in September with 406,000 to report for training, aiming to deter potential enemies and bolster a Navy lagging in Atlantic defense. The plan raises disputes over reliance on voluntary enlistment and age brackets.
President Roosevelt accepted James A. Farley’s resignation as Postmaster General effective August 31. In a dictated letter the President expressed real regret and praised Farley’s administration, saying the Administration would miss him and that their friendship would continue.

In Tokyo on August 8, 126 Diet members urged the government to drive British influence from East Asia. They criticized arrests of Japanese business leaders in England as retaliatory and deplorable. The Emperor heard Foreign Minister Matsuoka outline recent developments since Prince Konoye’s totalitarian regime began and its Great East Asia program.

Protests to the Post Office Department claim Alaska bound air mail has been dispatched from Seattle by steamer on several occasions since the Alaska clipper service began. J D Hardy told the Juneau Chamber of Commerce the Seattle supervisor has been told to stop this practice. Delegates say the Civil Aeronautics Board reports no action on requests to restrict air mail routing from Ketchikan to Juneau.

Secretary of the Navy Knox announces the creation of a new Alaskan sector of the Navy. The sector will cover Alaska and adjacent waters under the Thirteenth Naval District. The sector commander has not yet been appointed.
Madrid Aug 8 Arriba front page editorial says Spain is on the verge of fight with Great Britain. The paper attacks Britain and declares Spain a moral belligerent, noting neutrality shifted to nonbelligerence and now toward physical battle as it renounces official neutrality policy.
All Jewish civil servants were removed from jobs in the Romanian Ministry of Economics in Bucharest. Officials cited grounds that Jews were not members of the party of the nation, marking a continuing antisemitic policy by the government.
PORT ARTHUR Texas Aug 8 The storm left one dead and 10 injured with broad property damage and unroofed houses. A Chinese resident was found in Crown Point La bayou. Rice crop losses may reach $500000 as the hurricane's impact subsides.
German High Command says mines laid at entrances of several English harbors. Air attacks targeted armament works anti aircraft and searchlight positions.
In London Aug 8 chemical experts say the harmless white powder found after a German raider dropped leaflets last night may have been used to make packets pop in the air. They identify the powder as a sulphuric compound. The Citizen's Wharf Company in St Petersburg completed a warehouse for the Alaskan Glacier Sea Food cannery operations. Marshal Ben Mozee of Nome is en route by PAA from Fairbanks heading here.
British report says Italian forces captured Zeila in British Somaliland while stockpiling motorized units move toward the Libyan Egyptian border. Rome calls Zeila a strategic victory under Duke Costa and hints at plans to annex French and British Somaliland into Italian East Africa.
Director Joseph T. Flakne of the Alaska Territorial Employment Service cautions against seeking work in Anchorage or Fairbanks amid a post boom downturn. Unemployment rises as workers displaced by fishing seasons and interior boom shift to urban centers. A divorce case of Louise Bills against William L. Bills is moved to Fairbanks.
The British Admiralty and Air Ministry report fifty three German planes destroyed in attacks on British convoys over the English Channel. Sixteen British fighters missing, German assaults repelled, three coastal steamers damaged. British bombers hit Kiel and Cherbourg attacked as air war expands across coast and sea.
In Parliament Britain pledges to give India a free and equal partnership within the Commonwealth, seeking greater Indian wealth and manpower for the war against Germany and Italy. In Bombay the Congress leadership and nationalist papers reject the plan as short of immediate independence, while Gandhi remains largely silent.
