London Aug 7 The British Admiralty announced that a German submarine yesterday attacked a Spanish steamer loaded with passengers and cargo within Spanish territorial waters. The move is viewed as Berlin pressuring Spain to join the war on Entente or Central Powers sides.
In Miami Arizona on August 7 operations resumed at the Old Dominion mine after nearly a month due to copper miners strike. The strike order remains in effect but 450 men returned to work and the company plans to restart the smelter once ore is mined.
Oklahoma City August 7 draft objectors surrender as authorities press the case. Among the measured surrenders are two I W W organizers, signaling firm action against resistance.
President Wilson today intervened in government plans to regulate prices of materials for war needs. He met with purchasing officials, then visited the Federal Trade Commission and the Department of Justice, stating that no high prices will be permitted.

Berlin Aug 7 Doctor Ortiz, an attaché at the Mexican legation, denied a rumor that Mexico would join the entente powers if the United States granted a loan to be determined later.
The State Federation of Labor telegraphed President Wilson seeking the nation's stance on 1,200 Bisbee deportees. Its president warned the deportations signal a coming revolution and liberty may require radical action. In Columbus New Mexico about 200 remain in the camp, with others relocated or allowed to return.
Boston August 7 concerted movement to save white flour begins with many hotels, restaurants and clubs avoiding white bread for the week. Thousands of households join by using corn, rye and other grains for bread. Fifty thousand barrels of wheat flour to be saved during the week.
Dr. W. Maynards of Pueblo, Colo., bacteriologist, notified U S District Attorney Fred Robertson of Kansas that he found tetanus germs in a brand of court plaster circulating in Colorado.

Washington Aug 7 The Red Cross and YMCA officials face restricted recognition for their uniforms, so European association officials may don the American army uniform to aid their work.
London August 7 A major reorganization of the British Admiralty is foreshadowed by changes in Sea Lords. Vice Admiral Sir Roselyn Wemyss succeeds Admiral Burney as Second Sea Lord and Admiral Geddes is named First Sea Lord. Newspapers note a sweeping shift in command of Britain’s naval forces.
