Washington reports that the Japanese government will soon outline its intentions toward the Shantung peninsula. It is expected to follow hints of returning the province to China and may set a date for the handover. A clear statement could ease major objections to the peace treaty and League covenant.
Gen Louis Botha premier of the Union of South Africa, on return from Europe, said in a Cape Town speech at city hall that the League of Nations is the cornerstone of the world’s future peace. He spoke after representing the Union at the peace conference.
Senator James Watson of Indiana urged the Senate to reject the provision granting Japan control of the Shantung Peninsula. He argued Japan’s past imperial moves justified opposition and questioned the President’s claim that Japan will return Shantung to China, calling Japan’s good faith protests unbelievable.
The first official Japanese copy of the peace treaty departed Seattle on the Fushimi Maru under the custody of special courier Col. H Ninoniya. The dispatch marks a formal step toward ratification and end of wartime tensions.

Two laborers armed with a knife and a revolver were arrested near Premier Clemenceau's home in Paris on suspicion. They offered a bribe to a police officer to gain their freedom after the arrest.
Rogers Sprague, UC Berkeley graduate, shot Prof Hildebrand and Prof ONeill of the chemistry department alleging opposition to his appointment as instructor. Hildebrand was seriously wounded.

Buenos Aires August 5 diplomatic relations between Gaziana and Argentina strained by the Argentine purchase of the steamer Bahia Blanca. Rumor says the minister TROT’ country is returning home due to the sale which England refuses to recognize.
San Francisco banks announced direct drafts on Berlin are being sold for the first time since the United States declared war on Germany. The German mark exchanges at eight cents, about 300 percent below normal, with cable drafts not yet established.
White Gale of the geological survey told the House Ways and Means Committee that the American potash industry need not fear German competition. He noted France has potash to export at New York prices of 150 to 170 dollars per ton.
Nearly 100 farmers from northern Montana, destitute due to drought, arrived in Spokane seeking work. Sixty seven were sent to fight forest fires and others were to be employed in orchards.

Paris August 5 European shipping and fuel leaders met with Herbert Hoover to urge the Inter Allied Supreme Council to appoint a coal commission to coordinate European coal distribution. Hoover said European production ran 12 percent below U S levels and that relief from the United States was impossible due to ship shortages. He declined to lead the commission, viewing the issue as primarily European.
Paris reports twenty eight orphanages have been established in the Armenian republic. In Erivan region Trans-Caucasia about 15,000 orphans and in Georgia 3,000 more are cared for at the expense of the American Relief Association.
London reports England plans to award titles and money to victorious World War generals and admirals. Haig and Beattie will become Earls and receive 100000 pounds each. French and Jellicoe are each set to receive 50000 pounds.
In Bandon Oregon on August 5 the sixteen year old Lillian Leuthold was found dead by her father in a secluded spot. Physicians report a single bullet wound to the head with no other injuries. Authorities suspect possible murder by a jealous assailant but cannot determine if she had a suitor.
Paris reports American observers say Rumanian troops plunder Budapest suburbs and kill villagers. The forces also demand hostages and have seized several members of Hungary's new cabinet amid rising tensions and instability in the city.
