Berlin reports Chancellor Von Bethmann Hollweg said France was ready for invasion and could wait while Germany acted. He claimed a French assault on the lower Rhine would be disastrous, justifying overrule of Luxembourg and Belgian protests and promising to repair the wrong once military aims are met.
Constantinople reports both straits were closed today to bottle up warships in the Black Sea. Turkey says the action preserves neutrality and aims to protect its interests amid ongoing hostilities.

Seattle Aug 5 The Empress ships and all Blue Funnel Harrison Direct and Grace liners sailing to Puget Sound and British Columbia ports have been cancelled or postponed due to European wars. Empress vessels out of Vancouver held for transport service.
The Empress of Asia, the CPR steamer, has been seized by the British government and guns are being mounted at dockyards. Work continues day and night to ready the vessel for possible naval use, as authorities anticipate potential war contingencies.
