The Interstate Commerce Commission suspended until January 1, 1921 the section of the Merchant Marine Act allowing railroads to grant preferential rates to exports on American vessels. Chairman William Benson of the Shipping Board said this follows a pending investigation of shipping facilities in U S ports and cooperation with the House Merchant Marine Committee on eliminating legal obstacles to merchant marine insurance development.
