Goat Mascot Stuck Aboard Ship Between New Orleans And Havana

A large Rocky Mountain billy goat, owned by J. D. Scott, has traveled 2400 miles on the steamship Excelsior between New Orleans and Havana in a futile bid to land. Customs inspectors in both countries barred the goat, citing no applicable rules for goat landings. The vessel and goat alternated between ports, with Treasury Department rulings pending. The goat may spend the rest of its life aboard unless a decision is made or another country is reached.
