Washington March 9 the senate voted 87 to 20 to re adopt the reservation on voting power in the league of nations in modified form. Republican leaders and democrats moved toward a ratification compromise with President Wilson opposing any clause granting full force to Article Ten unless acceptable qualifications are added.
