Berlin reports stormy debates as the national assembly weighs amnesty for revolt leaders. Proposals to pardon revolutionists clash with Baltic troops sentiment as the Ebert cabinet reshuffles and liberals protest exclusion.
Senator Truman H. Newberry received a two year term in Leavenworth and a 10000 dollar fine after a eight week trial in Grand Rapids federal court. The verdict convicting Newberry and 16 codefendants of criminal conspiracy stemmed from the 1919 senatorial campaign.
Manuel Palafox a Zapatista leader surrendered and agreed to aid the government in capitulating remaining Emiliano Zapata era bands in Morelos and nearby states. He cited inability to oppose the current government allied with Villa Diaz Pelaez and others. Roberto Cejudo, head of Felix Diaz forces in Veracruz, also surrendered unconditionally, signaling pacification of Veracruz.
Seventy five Villistas under Gen Nicolas Fernandez were slain and Fernandez captured after being wounded in the leg. Federal Gen Pruneda led the victory at Consuelo station Bachimba canyon south of Chihuahua City. Advices to Washington confirm the defeat and capture.
The Herald urges fast submission of photographs for the Wanda Hawley Similarity Contest. Entrants must mail their photo with name and address to The Herald by 6 o clock April 1, with results announced April 3. A solid gold bracelet watch will be awarded at a Rialto theater box party on April 5.

The Versailles treaty was sent back to President Wilson after a 49 to 35 Senate defeat on ratification. House action was required for any peace declaration, while Knox urged a separate peace resolution. Lodge then proposed returning the treaty with notice of the Senate's failure to ratify.

Britain's naval estimates for 1920 21 call for no new warship construction. A post war fleet in full commission will include 16 battleships, four battle cruisers, 38 light cruisers, with destroyers and submarines in proportion, reportedly larger than the combined American Atlantic and Pacific fleets.
