The Senate Foreign Relations Committee reported Bainbridge Colley's nomination for secretary of state favorably without a record vote. A lengthy debate is anticipated, but committee members noted Colby's testimony the prior day made further witnesses unnecessary.
The United States lodges strong remonstrances against a reparations commission interpretation allowing sale of German property in neutral countries to satisfy initial indemnity payments. Heavy wet snow, high winds, and power outages disrupt Minneapolis–St Paul area services and telecommunication lines. Rail diversions affect Chicago Milwaukee and St. Paul traffic due to blockades in South Dakota and Montana.
Colorado reports the worst wind storm in 19 years causing four deaths including a boy in Denver and deaths from a live wire in Cheyenne. Dust hid the sun in northwestern Colorado and tracks of the Colorado and Southern railroad were buried enough to detour trains over the Union Pacific. Buildings burned or damaged and many minor accidents followed the storm.
The graduation gowns for high school girls will cost no more than 15 dollars. Mrs. J. M. Frank asked the Parent-Teachers' association to back the plan and the group endorsed it. Mothers of the graduates belong to the association, ensuring the plan proceeds.
A major Yaqui group, long opposed to Mexican rule over tribal lands, has surrendered to federal authorities in Sonora. Gen Manuel Dieguez, sent from Chihuahua by President Carranza, aided the surrender of the prominent Yaqui faction led by Ignacio Noris, which had operated from lower Chihuahua with notable success.
Reports from Sonora describe a large bandit force led by Federico Lopez a Villa lieutenant raiding Cedros on the Coahuila Zacatecas line seizing food blankets and imprisoning the town president and police chief. A second report cites Francisco Villa directing 600 followers in a Loido raid in Chihuahua last Friday.
Telegrams from Mexico City report Gen Roberto Cejudo depart the capital and surrender 3000 followers to federal authorities. Cejudo, once Felix Diaz’s chief lieutenant, will resume command and take the field again, signaling the near elimination of Veracruz rebels per Excelsior.
Austin March 19 Governor Hobby has not yet decided on calling an extra 36th legislature session. Pressure mounts to address pink boll worm non cotton zones and possibly a 30 day session. He may also consider north Texas gas public utilities and school issues. The governor visits San Marcos for talks with the state normal board.
In Minneapolis the tenth district Republican convention divided after a factional clash. One side backing Senator Hiram Johnson elected Congressman Thomas D. Schall and L. M. Mitchum as uninstructed delegates to the national convention, prompting Leonard Wood supporters to withdraw and form a separate temporary organization.
The Imperator, arriving from New York, will be overhauled again after only its second Atlantic voyage under new management. Its next sailing has been cancelled.
Chicago on March 19 reports the death of Edward Roullier a well known local artist who suffered an acute heart attack earlier today.
Henry W. Keller, head of a firm claiming large tracts in Lower California, told a senate subcommittee the Mexican military seized the land in 1916 and that efforts to regain control failed. He said Governor Cantu advised court relief, while President Carranza denied their title.
Acting Mexican consul general in El Paso has not received any official order indicating relief or appointment of a new consul general. The notice continues on page 11.

In the 34th district court Mrs Gladys Thompson 20 frail and nervous was called on a bigamy charge. She could not testify and was released on her own recognizance with trial postponed until her health improves. Her husbands James Thompson and Eugene Thornhill attended the proceeding.
The El Paso Herald reports a circulation nearly double that of every other El Paso newspaper, underscoring its dominant market position and broad readership in the city.
The Senate adopted a modified reservation preamble for the peace treaty with bipartisan support, stipulating that lack of objection by allied powers before ratification implies acceptance. Lodge proposed the preamble, which passed 41 to 42 without a roll call. Senators anticipated a late session as debate continued on ratification. Democrats backed the self rule for Ireland in a reservation approved 45 to 38 after lengthy debate. The final adoption of the reservation was affirmed 54 to 26 after attempts to modify article 10 failed.
Brig. Gen. Harry H. Bandholtz, six months American military representative in Hungary, arrived and reported to Gen. March and Under Secretary Polk. He is understood to favor some modifications of the peace terms requested by the Hungarian delegation.
Berlin reports say hundreds killed in mining districts as miners clash with troops. Iron division and naval brigades withdrew from Berlin along with security guards, firing into crowds near the Brandenburg Gate and Hotel Adlon. Berlin braces for further crisis as strikes and food shortages worsen.
In Pecos Texas L E Claypool reports the Bell oil well on an anticline 23.4 miles NW of Pecos is flowing at about one pint a minute, roughly four barrels per day, with potential to reach 150 to 200 barrels daily. A 33 percent gas content and two two inch lines to the Santa Fe rail spur are noted as pumping plans advance. The well, spudded last October, has remained steady since March 1, with deeper tests pending if warranted.
El Paso readers urged to submit photographs resembling Paramount star Wanda Hawley for a similarity contest. Entries must include name and address on back. judging by named judges. Contest closes April 1 at 6 PM with winner announced April 3 in The Herald. A Rialto box party will award a gold bracelet watch.

Ottawa March 19 Canadian trade shows an advance of 103 026 832 in imports and exports for the 11 months ending February 29 over the prior year. The total reached 2 110 548 504 compared with 2 006 621 672 for the same period a year ago.
New York March 19 The General Chemical company announced a 20 percent stock dividend. It follows the Supreme Court ruling exempting such dividends from income tax, a decision that also prompted Crucible Steel to declare a 50 percent stock dividend recently.
Maj. W. Calvin Wells federal prohibition commissioner for Mississippi says intoxicating liquors are being sold openly to legislators and urges lawmakers to disclose their liquor sources. He calls on the lawmakers to act as law abiding citizens and reveal the supply chain.
