Ashland Oil Chief Says Campaign Funds Border On Extortion

Ashland Oil chairman Orin K. Atkins testified before the Senate Watergate committee that fundraising in the United States borders on extortion. He admitted making a illegal $100,000 corporate contribution to Nixon's re election effort and described efforts to secure influence through a public financing system. Atkins recalled a call from Maurice H. Stans in early 1972 seeking a $100,000 donation and a $10,000 ad in a Republican brochure. He said the demand was not explicit but he felt obliged to act to gain a forum to present the company viewpoint. He and the firm had prior penalties for the illegal contribution. The panel pressed whether the fund raising method borders on extortion. Atkins agreed.
