He noted the US has fired missiles into similarly pre announced oceanic zones and warned that Russia’s planned tests near Hawaii would proceed with ships and planes warned to stay clear from January 15 to February 15.

Government Orders Early Start on Saturn Rocket Stages
The government ordered an early start on ultrapowerful Saturn rocket upper stages using liquid hydrogen and liquid oxygen. Built by the Army Ballistic Missile Agency in Huntsville Alabama, the eight engine booster will reach 150 feet with two upper stages and carry payloads to the moon or Mars and Venus. Ground tests begin this spring. first flight test 1961 62, with initial space missions likely 1964 65 and early versions able to place 15 tons in a 300 mile orbit. Later Saturns could exceed 100 tons in orbit and launch four tons to Mars and Venus, with goals of crewed lunar missions and satellite orbiting before return.
