In Hangchow Nixon and Premier Chou En-lai announced a basic agreement to end 22 years of estrangement. A communique detailing steps for contact below formal relations, cultural exchanges, and increased trade is planned for Sunday. A second meeting with Mao Tse-tung was considered possible.

Helicopter Crashes Kill and Mourn in Vietnam War
In South Vietnam five Americans died and four were missing in two helicopter crashes. Another crash killed four Americans and left one missing. On the battlefield two Americans died and 32 were wounded as combat slowed. The Saigon command reported 32 guerrillas killed for three government troops dead. Communist forces attacked near Kontum and Pleiku with one Vietnamese fatality and one wounded. Brig. Gen. Phan Dinh Soan, deputy commander of I Corps, was missing and presumed dead along with three Vietnamese and three Americans.

Whitcomb signs 24 bills including Gary school aid
Gov. Edgar Whitcomb signed 24 bills into law including emergency aid for the Gary School Corporation to manage its multi million dollar debt and cap its operating budget. A new House reapportionment plan creates choice districts with multi member options in Indianapolis Fort Wayne Evansville and Marion areas. The Senate plan favors 50 single member districts. He vetoed the auto excise tax distribution measure. He also enacted a law to let the attorney general defend Corrections employees in civil suits and to provide governor funded legal aid for employees in criminal cases.

Area Collisions Take Two Lives
Two area motorists died in weekend crashes near Switz City and Bicknell. Edward D. Later Vincennes died in a four car crash on SR 67 after his northbound car struck a southbound vehicle. Robert P. Todd, 44, Bloomfield, died after a head on collision on SR 54 east of here. Todd’s vehicle skidded on a hill and crossed center line into the Organ car. Earlier, Todd died of internal injuries at Greene County Hospital. Hazardous road conditions and wet pavement were cited. In Marion County another two car crash killed Leon H. Steel 17 and Lorna 16, Greenwood, and Donald N. Prock 21, Des Moines, Iowa. Injured were John Grissom 19 and wife Cathy Jane 18 of Indianapolis. Police said Grissom’s car slid into the path of the oncoming vehicle on Ind 37.

Man Arraigned On Drug Charge
Robert Sinclair aged 19 from Terre Haute was arraigned before Justice of the Peace Lee East on preliminary charges of dispensing dangerous drugs and contributing to the delinquency of children. Police say Sinclair and several juveniles were arrested Friday night during an narcotics probe into marijuana and LSD use and related sexual delinquency. An intensive investigation continues to determine how many juveniles are involved, with reports pointing to students from at least three local schools. Juveniles were questioned and released to their parents, pending Vigo County Juvenile Court dates. Sinclair faces a court appearance within 10 days.

Shortage Found At Indianapolis Auto License Branch
The Indiana State Board of Accounts reports a 21871 shortage at a now closed Indianapolis auto license branch at 601 West 11th Street. Manager Patrick Dozier oversaw the period audited from Jan 15, 1969, to Oct 10, 1970, with a 16663 bank overdraft and 5208 state payments short. The report was sent to Attorney General Theodore L. The Rose-Hulman Institute of Technology board of managers approved a 3.5 million dollar budget for 1972 73 and authorized design of a new library building. Second Suspect Sought in Indy Bank Robbery
Authorities seek a second suspect in an $11,543 Marion County bank robbery and the killing of Deputy Floyd Settles. One suspect, William Edward Adams, 46, was captured. Billy Ray Adams, 26, remains at large with warrants. A hostage, Carolyn Jones, 37, Cumberland, was forced to accompany the robbers. Rewards total $8,421 with $5,000 posted by the bank.
