Indiana lawmakers clash over a cigarette tax hike and how to spend the $28 million. The House and Senate disagree on dedicating funds from a 10 cent per pack increase, with Democrats delaying a vote to seek commitments and ensure money goes to specific general fund needs.
In Indianapolis AP report, the House and Senate killed Sunday liquor sales, a no fault divorce bill, and a repeal of the 1971 law placing license branches under state control. Sunday sales failed 66 to 24. license branches upheld 60 to 36 as BMV takeover looms.
National Weather Service forecast notes clearing and cold tonight with highs in mid 20s and low 30s Sunday. Indiana mostly cloudy, windy, and cold with a chance of snow flurries. Illinois fair and cold with highs in the 30s. River stage 3.9 feet rising. temperatures ranged from 23 overnight to 32 yesterday.
Indiana State Highway Commission named Wabash Valley Asphalt Co. Inc. lowest bidder for a second lane on Indiana 63 from the Wabash River Bridge north to four miles past County Road 56W. Bid totaled 2,438,776, about 50 thousand under engineer estimates.
A bomb exploded in the basement delivery area of the six story Minnesota State Office Building in St Paul injuring six people none seriously and evacuating 5000 others from the Capitol complex. Two suspects were arrested then released and threats had previously been made against the building. Gov. Wendell Anderson condemned the act as wanton and senseless.
Early returns show West Coast longshoremen voting to end the port strike. Local 10 ILWU reported 1640 to 671 in favor, with Los Angeles Local 13 saying a sizable majority approved. San Diego Local 29 backed the contract 99 to 20 and Portland Local 8 reported 600 to 40 with more returns. The pact includes 1.12 dollar an hour raise over 18 months plus a 5.2 million package and a guaranteed minimum weekly wage.
United Press International reports that the Chinese language is spoken by more people than any other language worldwide.
President Nixon departs for Guam then China for talks with Chinese leaders. Ziegler says discussions will be only the start of a long process to establish ongoing communications and will cover bilateral issues with a flexible agenda.
In Sapporo, nine miners died when methane gas surged in the Asahi Coal Mining Co. shaft near the Winter Olympics city. Five miners were rescued as authorities investigate the cause of the leak at the mine, a major supplier for the region.

Terre Haute Fire Chief Leroy Shipley seeks 100 to start Operation Save-a-Life a plan to place fluorescent decals on windows marking rooms with children or temporarily or permanently ill or injured residents. Funds from Jaycees and others would buy the first batch of stickers distributed from district firehouses to aid early rescue.
