Nixon as president heads for Peking in a dramatic policy shift while China remains wary of upheaval. The series probes how China’s leadership and history shape its response to U.S. overtures and Maoist legacy amid Cold War tensions.
Indiana lawmakers faced a halted 27th day as House Speaker Otis Bowen and Senate leaders debated reconvening rules. Parliamentarians cited constitutional requirements for resuming after recess, risking another lost day and pushing Wednesday as the next session mark.
Five county boards move toward a subdivision ordinance already approved by the Vigo County Area Plan Commission. A meeting will coordinate actions among the county commissioners Terre Haute council Seelyville West Terre Haute Riley and plan commission to ratify. The 133 page measure sets lot sizes street widths water and sewer rules and park school and public use allocations. Existing subdivisions would not be retroactively affected.

Indiana Governor Whitcomb vetoed a bill that would lower the drinking age to 18 and grant 18-year-olds contract rights and purchasing power. He cited public interest and highway fatalities, noting House amendments and Senate rewrites. It remains uncertain if the veto can be overridden. Continued on page 9.
The House passed a 5.3 billion dollar extension of the antipoverty program, ignoring presidential veto threats. The measure, 284 to 127, heads to the Senate and shifts spending from a new child program to a sizable Head Start increase, while sparing the nonprofit legal services plan.
United Press International notes curfew began in the Middle Ages as a warning to town residents to cover fires before nightfall when most dwellings were wooden.
The California Supreme Court ruled the death penalty unconstitutional affecting 105 inmates including Sirhan Sirhan and Charles Manson. Justice Marshall F. McComb dissented. The ruling follows a 1968 decision allowing juries to choose life or death. The text of the opinion was to be released later.
President Nixon and Mrs Nixon, en route to China talks, likely to hold a meeting with Chairman Mao Tse tung in Hangchow. The venue is seen as logical near the end of Nixon's itinerary as talks proceed in Peking. The Nixons stayed in Hawaii to adjust to time changes, then head to Guam, Shanghai, and Peking.
