A 48 inch water main broke early today flooding a 10 block area in the north part of St Louis. Coast Guard crews closed the line by mid morning and water receded to near gone. Rescue crews evacuated two dozen families and two persons were hospitalized. Animals including six ponies and two llamas were moved from a storage barn.
President Kennedy said he will employ moral authority and the presidency’s power when useful to desegregation efforts. He declined to specify steps for New Orleans, where segregationist opposition to integrated schools is strong. He also discussed missile gap uncertainty and NATO commitments, stressing cautious, concrete solutions with Russia and the Congo.
The Senate Banking Committee cleared Robert C. Weaver as federal housing chief by an 11 to 4 vote. The panel's chairman, Sen. Robertson, cited four dissenters and said no action on the nomination would occur before Feb. 20. Weaver was questioned briefly and past associations noted.
State Trooper Richard H. Wilson and three other officers nab two 16 year olds at a roadblock an hour after a Columbus grocery holdup. Earlier near Greensburg two men wanted for a bank robbery were captured. One suspect Morris W Goodwin suffered a shattered ankle from a riot gun blast. Bail set at 40,000 each for Goodwin and Robert Loper in federal case. Victim Ruth Alberts reported 11 dollars taken from a Phillips store cash register. An envelope to the store and a car with the suspects were found.
William H. Reynolds, 36, remained in critical but improving condition at General Hospital after a bite from a tropical pit viper found in bananas at a produce warehouse on Sunday.
Philadelphia report notes government dismantling a 2 billion dollar yearly heavy electrical equipment conspiracy may lead to civil suits for overpayments. Victims must prove damage from price fixing or bid rigging, with possible triple damages for some buyers. Legal action expected within the four year window after the conspiracy or one year after conviction.
Detroit February 8. William C. Newberg former Chrysler president files a 5.25 million dollar suit against Chrysler President and Board Chairman L L Colbert alleging a conspiracy with other Chrysler officials to damage his reputation. The suit names Colbert alone as defendant and cites co conspirators Walton Jones Louis E Warren Francis S Bensel. Newberg resigned over conflict of interest after two months as he admitted ownership in firms doing business with Chrysler.

The event honored the firm and Wheeler, with a plaque presented by Ad Club president Richard Forbes.
Snow fell lightly across Indiana with up to three inches in the south while the north saw little to no new accumulation. Warm temperatures changed much precip to rain preventing heavier snows in Evansville and Louisville. Indianapolis edged into the snow belt with an extra inch. Louisville recorded trace to no ground cover despite .61 inch of precip.
Fort Lauderdale reported one year old boy died of asphyxiation after holding his breath during a temper tantrum. County Medical Examiner Jack Mickley said the child, son of Mr. and Mrs. Robert L. Moore, choked to death and was pronounced dead 45 minutes after arrival at a hospital where staff failed to revive him.

Daniel Williams of 1405 Buckeye Street ran Owens Service Station at 2259 Lafayette Avenue and staged a robbery to cover bad books. After questioning he confessed it was a hoax and said he had issued bad checks and funded others with personal funds. He faces a city court charge for filing a false police report.
The Indiana House began reviewing a two year budget at 11 a.m. and agreed to add 12 million dollars for public school support and 4 million for state colleges and universities. The move is aimed at shaping education funding before a joint conference committee finalizes the plan, with the current budget at 205 million for teacher salaries.
Lawrenceburg Indiana February 8 Patrolman James Ratliff aged 52 was killed in a downtown parking lot gun fight with Norman Wildridge 32 of Greendale who was wounded in the leg and scalp. Norman Wildridge held in hospital under guard. Clarence Wilson owner of Wilson Oil Co and husband of Wildridge’s estranged wife Bet ty 32 watched the exchange and was unhurt. State police say Ratliff answered a call from Mrs Wildridge who had filed for divorce. Continued on Page 3 Column 3.
In Indianapolis on February 8 the Indiana Senate failed to approve Senate Bill 3 which would award electoral votes by congressional district. The bill lost 24 to 25 after Lt. Gov. Richard Ristine cast a tiebreaking vote on a 24 24 tie, and could be reconsidered within three days.
Governor Welsh declined to comment on a Saturday Evening Post piece that labeled Terre Haute as Indiana's Delinquent City. Mayor Ralph Tucker and local leaders condemned the accusation as false after a Tuesday meeting.
Fourteen residents faced the desk sergeant on charges of failing to return overdue library books four months to a year past due. Seven were fined 25 dollars each, one 15 dollars, two acquitted, and four to face hearings. Police cited a city ordinance with penalties up to 200 dollars for defying library rules.
