President Kennedy urged Congress to enact a five year 5.7 billion dollar education aid program. He excluded church and private schools from funding arguing constitutional separation of church and state. The proposal relies on federal loans grants and scholarships to support schooling nationwide.
President Kennedy seeks federal support for public schools and colleges. The program would cost about 5.7 billion dollars over five years with potential additional funds before expiration. Public school aid and teacher salaries face slim approval, while college construction and student aid look more favorable.
The President urged a FY starting July 1 outlay of 1.5 billion for all levels of learning, labeling it the most profitable investment for society. He prioritized public school construction and teacher pay, with college construction, scholarships, and broad “special” education and training programs following, including science, engineering, and adult literacy initiatives.
Snow flurries spread across Indiana as temperatures plunged after a brief springlike spell. Evansville fell from 77 to 14 degrees, while South Bend logged 3, Fort Wayne 5, and Indianapolis 7 with five inches of snow in South Bend at 7 a.m.
The Weather Bureau estimates fair and colder conditions tonight with not quite so cold Wednesday. Terre Haute area shows lows near 5 above to 10 below zero and highs around 20. Indiana follows similar chilly trend with zero to 10 above tonight and 20 to 30 Wednesday. Illinois remains fair and cold with lows 10-15 in the far south and zero to 10 elsewhere. Temperature readings at 8 am and 2 pm show mild daytime values fading to cooler levels.
U S Attorney General Robert Kennedy spoke at Waseda University in Tokyo amid a small but noisy group of hecklers. Kennedy called the majority friendly while one cheerleader struck Mrs Kennedy in the stomach. the scene ended with the couple exiting through a rear door.
Cuba asked the Afro-Asian group for support of a mild U N. resolution urging the United States and Cuba to resolve their differences by non interference. The Main Political Committee adjourned after one day of debate with Tuesday to reconvene.
Lonnie Polk, 21, of Indianapolis, confessed to beating and robbing 77 year old Leroy Stucky, an elderly night watchman. Stucky died later at General Hospital after the attack last week. Polk was arrested on a preliminary robbery charge.
Dr. Justin M. Andrews of the National Institutes of Health says a vaccine against the common cold is in sight. In a U. S. News & World Report interview he forecasts a single serum could protect against many cold virus types within five to ten years.
