Indiana Assembly Faces Budget Pressures
INDIANAPOLIS AP The proposed 1969 71 state budget totals 2.48 billion, 784 million less than agencies requested. Budget Director Booher says this is a starting point as the General Assembly convenes January 9 facing pressure for increases in most areas. Welfare spending rises, universities seek more funds, property tax relief ends early, and no state salary raises are proposed. The highway budget uses 663 million in dedicated funds, leaving the general fund largely untouched.

Budget notes seek four-lane plan amid added mental health funds
The document omits expansion of 157 miles of risky primary routes to four lanes. Mental health operating and construction appropriations total 143.6 million, up 4.1 million from 1967 69. Booker says printed summaries overstate by about 1 million due to funds for a legislative pay raise. Gov Branigin vetoed the 1967 pay raise bill and a new session must decide on an override.
