Amid a fast advancing push, Chinese communist troops reach Weiting 35 miles west of Shanghai while nationalist garrisons hold Quinsan 29 miles away. The President Wilson evacuates 162 refugees from Shanghai as the Van Buren plans to dock Saturday. Commercial air routes fade as defenses enclose the city and U.S. Navy evacuations shrink.
Brooklyn hermit Paul Makushak, 33, who lived ten years entombed, wants a lawyer before meeting federal agents to discuss draft status. U S Attorney Keogh said two FBI men questioned him as he remains under mental observation at Kings County Hospital. Makushak refused to talk until his attorney is present and longs to return to his tiny cell with his mother’s tenement.

America's UN ambassador Warren R Austin told the Senate Foreign Relations Committee the North Atlantic pact will bolster the UN and raise peace prospects if implemented in line with the UN charter. He denied the alliance would undermine international unity and warned against linking the pact to a large arms program, as some senators argued.
Sheriff forces and state police seek a salesman who, after entering Jones & Brooks Garage at 20 East National Avenue in West Terre Haute, robbed the cash register of $170 and left a business card. State Detective Harold Roseberry and deputies check the employer named on the card.
The Board of Public Works and Safety announced the installation and start of parking meters in Terre Haute with meters in operation Friday at 8 a.m. from 8 a.m. to 6 p.m. daily except Mondays 8 a.m. to 8 p.m. and closed Sundays and holidays. Three meter types are installed: a 12 minute one penny meter on green poles for quick in and out traffic near post office and banks. a two hour maximum meter on silver poles on Wabash Ohio Second through Ninth streets with rates of one cent per 12 minutes or five cents per hour. and a three hour maximum on blue poles with locations on Walnut Second to Ninth, Second from Walnut to Ohio, and various Cherry and Mulberry streets with lower rates. In Macomb Illinois on April 28 a sister Lilah Lomax said her brother Clifford Lomax 42 a World War II veteran swallowed lye while sleepwalking during a nightmare. A coroner jury found death by lye poisoning with no clear sign of self harm and bushnell officials cite unclear motive.
Observers believe a Berlin blockade settlement could ease Cold War tensions. Moscow sources say reopening the Berlin issue diplomatically might bring a final end to the Cold War. Jessup delivered a note to Malik seeking a formal Russian statement on lifting the blockade.

A Greyhound bus from Chicago to Memphis crashed on Route 37 near Salem. Driver R. B. Conner, 26, suffered head injuries and a broken leg after brakes failed. The bus demolished a two story house, moved off its foundation and left the front end badly torn up. Mrs. Tom Riste and a roomer awoke to the crash.
Paris Illinois April 28 Glenn Selders 45 a Central Illinois Public Service Company employee was electrocuted shortly before noon today after contacting a high tension wire. The body was taken to Blume Funeral Home.
Washington April 28 Hand written notes from a plant FBI report were found in Judith Coplon’s purse upon arrest in New York March 4. She and Russian Valent in Gubitchev face espionage conspiracy charges in New York. Prosecutor Whearty said one memo part was false and the other, while secret, would not have harmed if released. Judge Reeves denied motions to suppress the papers and to mistrial.
Hiroshi Nakamura a 16 year old war orphan in Tokyo today rescued 11 children from a blaze that gutted an orphanage on the second floor. He wrapped bed clothing around them then leapt nine to safety and carried two in his arms sustaining a broken leg and burns to a hand. The youths aged four to six were saved with the majority escaping earlier. Nakamura was orphaned in 1945 and placed in the same orphanage.
Mrs Aurora Quezon widow of Philippines first president Manuel Quezon, her daughter and grandson die in a machine gun ambush that wounds ten others. President Quirino orders action against attackers as the Quezon party travels with an escort toward Baler in northern Luzon.
Thirteen injured as the Broadway Limited derailed near Fort Wayne. A diner and six Pullmans left the rails after a journal box broke on the first unit of a twin dining car. Among the wounded are Mrs. Sarah Sharkley and B E Mills, with crews shaken but mostly unhurt. Tracks were damaged and several cars tilted.

GREEN CASTLE Ind April 28 A Persian cat owned by James W Wright changed color after an encounter with a canary. The cat knocked over the cage and hid, reappearing the next day with a white ring around its neck. The ring spread, leaving only the tail black. Wright recounted the incident as the cat and canary tale.
Shanghai dispatch details a major fortification around the city as nationalist forces erect a 25 mile stockade of heavy poles along the Hangchow Shanghai railway. The new fence, bolted to rails, includes pillbox guards and limited highway openings, with troop activity described as intense.
