Gov Swatt delivers an inaugural speech urging vigilance over federal power and urging state rights. He recalls historical disputes with the national government, critiques internal improvements, and defends a limited federal role while pledging loyalty to the Constitution and public duty. He calls for fiscal restraint and constitutional fidelity.
A formal pledge expresses readiness to comply fully with all requirements and to cheerful obedience. The speaker declares willingness to take the oaths of qualification and assume the duties of the office.
The House of Commons discusses the Convention question and a reform bill likely to be settled this session. An amendment by Mr. Haywood proposes a 24 to 40 member Senate and a 7 boroughs plus counties for Assembly representation, with voter restrictions and officer disqualifications. Proceedings show the Newbern Bank bill passed the Commons 64 to 58 and has cleared its second Senate reading. Mr Clark introduced a Merchants and Farmers Bank bill in the Commonts for Washington, nearly a verbatim copy of the Newbern bill.

In Davidson county a gentleman has an orange tree yielding fifty oranges yearly for three years. Some of the fruit was brought to Salem for sale and was as good as typical fruit.

Report from Salem notes Josiah Reed a white man jailed in German ton Stokes County under arson charges murdered fellow inmate Sam a Black man in the same cell on the sixth inst. authorities report no motive given and investigation ongoing.
A county inhabitant with one servant has produced twenty bales of cotton this season, valued at over two thousand dollars at current prices, as reported by the Tallahassee Floridian.
An acre on Dr White Head’s plantation produced 1950 pounds of cotton in the seed from the second picking, identified as Penn Gulf Cotton. The note summarizes the yield and origin of the fiber from this parcel.
The ship Ninus has sailed from Norfolk with 126 manumitted slaves to establish a settlement at Bassa Cove, Africa under the patronage of the Young Men's Colonization Society of Pennsylvania. A second expedition of manumitted Georgia slaves is planned within three months.
