Talpa water system faces possible takeover by EID
A six hour hearing on October 20 explored why the New Mexico Environmental Improvement Division might intervene in Talpa Domestic Water Consumers Association operations. The state accuses noncompliance with a May order and questions system efficiency. The Talpa group contests parts of the order while arguing progress toward compliance. A hearing officer will review transcripts before advising the EID director. Controversy昨 surfaced over pumping levels and deficiencies such as storage and pressure, with local residents petitioning for oversight. The dispute ties to potential water rights leases and a grant tied to an agreement with Talpa. The EID order mandated annual meetings, new leadership, rule review, delinquent account notices, a foreman appointment, bonding of the treasurer, and an internal audit committee and training.
