It cites figures like George Higinbotham and Harrison Moore, notes the move from allegiance to Britain in matters like treaties and naval service, and discusses Keith’s constitutional stance and Hertzog’s neutrality claim. It concludes with Hughes’s Ottawa remarks on Germany recognizing Canada and Australia’s independence to stay out of war.
