West Virginia adjourns after passage of tax and housing bills

Lawmakers wrap an extraordinary session with bills to upgrade the West Virginia Turnpike to interstate standards from Charleston to Princeton and to raise the maximum contract interest rate to eight percent, with auto loans remaining at six percent. A new West Virginia Housing Development Fund would offer low-interest mortgages to low and moderate income citizens. Local subdivisions could form community action agencies under the OEO Act. Bills to implement welfare reform and fund a Department of Employment Security program were also sent to Gov. Hulett C. Smith. Six bills failed, notably a proposal to change director qualifications for the State Division of Correction, sparking House Senate squabbles and an extended adjournment that caused many to miss the Jefferson-Jackson Day dinner. The Senate also saw a clash over penalties for usury before the session concluded.
