New York police narcotics thefts have prompted a nationwide push for tighter security. A New York Times survey shows cities with stricter rules or similar lax ones, with 169 pounds of heroin and 131 pounds of cocaine stolen from the New York Police Department last month. The report notes calls for harsher safeguards and for destroying contraband, a practice used in Great Britain and Italy but not by the nine cities surveyed.

Food price rules soften in Phase III
Phase III keeps mandatory controls on food but relaxes several rules for processors and distributors. Retail price rises may continue as some wholesale prices rose in late 1972. Exemptions from record-keeping will hinder enforcement while supermarket markups align with store preferences. Industry costs may be added dollar for dollar, including social security taxes and property taxes, plus safety standards costs. Violations remain subject to fines up to $5,000.
