West Virginia Consitutional Reform Plan Debated
A proposed constitutional amendment would abolish Justice of the Peace courts and reassign jurisdiction to circuit courts under the state Supreme Court. The plan features governor appointments, new judicial commissions, and a phased shift to circuit courts with limited and municipal courts, aiming for voter consideration in 1970. Ohio County opposition from Rep. Seibert signals continuing legislative debate.
