Pennsylvania faces higher ed reforms amid rising costs
A state report urges major changes in colleges and universities to stretch scarce funds. It notes a 100 percent rise in appropriations since 1966, calls for new economies, and questions whether citizens get value. Recommendations include spreading education over more years, off campus credit, factory and museum teaching sites, year round operation, and replacing some PhD credentials with Doctor of Arts.
