City tables expanding zoning area in New Bern

Gracie Farms owner Dave Barber and about 150 residents opposed a plan to extend city planning jurisdiction 1 mile beyond New Bern. The Planning and Zoning Board unanimously tabled the request until Nov 1 to allow a citizen committee to study zoning classifications and potential annexation concerns. No timetable for annexation was set.

Park dispute over four acres taxed as land yet easement

W S Buddy Harrington of Greenville owns four acres in Havelock Craven County says the land is valuable and worth taxing but also an easement as a park area that cannot be sold Harrington's son Van urged the Craven County Board of Commissioners to address fairness He says the elder Harrington missed decades of tax bills and owes more than 10000 in back taxes while the county holds the property cannot be sold as a park and no refunds are available pending action

Shellfish shells could fuel new NC products from chitin

North Carolina State University researchers are turning crab shells into useful products such as bandages burn wraps medicine paper and air filters. The work could boost the fishing industry by monetizing shells left after large crab harvests. While not yet in U.S. markets the potential is vast says researchers from several firms and NC State.

Cuba hints at possible deal to end raft exodus

Cuban chief negotiator Ricardo Alarcon signals a potential agreement with the United States to curb the refugee raft crisis. Washington would expand legal immigration while Cuba seeks easing of the embargo. Alarcon says talks remain open and denies seeking 100,000 migrants annually.

Pentagon budget could be cut more than lawmakers think

A GAO report says the 1995 Pentagon operations and maintenance budget could be reduced by about 4.5 billion without hurting readiness. It highlights excesses across training, commissaries, spare parts and labor costs, with Army accounts bearing most potential savings. Navy and Air Force also show overestimations, suggesting broader trimming as Congress and the White House debate defense spending.
