North Carolina Votes Face Witness Rules and Postmark Cutoffs
Through Tuesday after noon more than 2 million early votes had been cast in North Carolina including over 600000 by mail. A federal judge ruled absentee ballots lacking a witness signature must be restarted and witnessed again. A federal appeals court later allowed ballots postmarked by Election Day to be accepted for more than a week after. Mecklenburg County moved to fix about 1000 deficient ballots and Buncombe County expects two to three days to reach voters. Elizabeth Herring in California reported a ballot sent two weeks earlier and awaiting cure after voting for Trump.
