Tugboats removal spurred by private effort in Neuse River project
Jay Mattingly battled DOT and multiple agencies for years to remove derelict tugboats and barges left in the Trent and Neuse rivers tied to the Craven County bridge project. After meetings, legal actions, and public pressure, DOT funded a shared $66,000 plan with Craven County and T A Loving to lift and scrap the boats, with removal beginning and progress reported through 2000, ending the long dispute.
