Proposal on timeout rules and instantaneous replay changes
The proposal targets opponent protected characteristics and allows coaches to call live-ball timeouts in the final two minutes of the second half and any overtime. Currently coaches may not call live-ball timeouts. The plan also permits instant replay review in the last two minutes of halves or overtimes for basket interference or goaltending calls.
