Welfare reform hearing highlights plan details and criticism
In Raleigh, a Senate welfare reform hearing drew speakers supporting parts of the bill while opposing the family cap and a two-year AFDC limit. Critics argued the cap is symbolic and the extra $25 per child does not spur larger families. Democratic and GOP tensions centered on Smart Start funding and private matching requirements as the spending bill advanced.
