Haitian Soldiers Seen as Democracy Threat in Haiti

Rising crime spurs fears that Haitian soldiers remain violent as police appear unable or unwilling to stop them. A former top official from Haiti's 1991 coup era was killed in Port-au-Prince as the US plans to hand over the mission to a smaller U.N. led force. Human Rights Watch and others fault Washington for backing ex-soldiers and failing to secure democracy, while the US Embassy denies the accusation. About 7,500 soldiers were left behind, with 3,500 in an interim police force, 600 promised government roles, and 3,000 in training under the multinational force.
