Summit fails to solve wars and trade tensions
At Halifax the G7 leaders failed to resolve major issues including Bosnia and Chechnya conflicts and the threat of a new trade war with Japan. Clinton and Yeltsin faced political hurdles while Jacques Chirac emerged as the summit’s biggest winner by pushing Bosnia action and securing a future jobs conference in Paris.

Study shows clock method helps smokers quit long term
New York AP reports a clock based schedule for smoking yields higher long term abstinence. In a nine week program 128 smokers followed fixed times to light up with progressive reductions and a final quit date. One year later abstinence rates were 44 percent for clock with cutback, 32 percent for clock without cutback, 18 percent for simple reduction, and 22 percent for cold turkey. The approach may work by breaking cues and building confidence, and can be adapted to smoke free workplaces.

Libertarians gain footing in Congress with libertarian caucus
Congressional Quarterly reports the Republican Liberty Caucus in Washington hiring its first Capitol Hill lobbyist as libertarian influence grows. Key Republicans including Dick Armey and Rep. J D Hayworth back a blend of conservative and libertarian aims such as curbing IRS reach and ending certain federal vehicle safety mandates. HR 607 seeks to end highway fund withholding for noncompliant states, backed by 29 co sponsors but stalled by MADD. HR 899 would let states revoke helmet laws without losing funds, with 176 sponsors and planned summer committee action.
