Tobacco lawmakers oppose funding for FDA facility
Kentucky and other tobacco-state lawmakers voted to cut 66 million dollars from an appropriations bill for a proposed FDA campus in Maryland. Rep. Walter B. Jones Jr. joined in opposition, criticizing the FDA and citing tobacco regulation by Commissioner David Kessler as a factor. The amendment passed 278 to 146, with support from Republican Ed Whitfield, Ron Lewis, Harold Rogers, and Jim Bunning, who called the project unnecessary extravagance.

Judge Rules Community Service Requirement Constitutional
CHAPEL HILL AP Parents and students plan appeals after a judge ruled mandatory 50 hours of unpaid community service for high school students constitutional. The suit, filed by Aric Herndon and John Reinhard III and families, argued the law violates the 13th and 14th Amendments and parental rights. The decision notes federal courts usually defer to local school boards on curricula. The case may prompt challenges in the 4th Circuit and potentially the Supreme Court.

Hospital linked to Legionnaires' outbreak in Chambersburg
In Chambersburg Pennsylvania three people have died from Legionnaires' disease in the largest outbreak since 1976 with ten more infected and 30 to 50 awaiting test results. Federal CDC tests link some cases to the local hospital as officials flush hot-water and sanitize the cooling system. In Minnesota a Carlton County building housing the DMV was closed after testing found Legionella in the hot-water heater and an employee contracted the illness. The illness follows the 1976 Philadelphia Legionnaires outbreak, with symptoms emerging in two to fourteen days and death possible without antibiotics.
