Readiness budgets dominate budget talks and defense plans

The debate over readiness centers on extra Pentagon spending. The Clinton administration won $3 billion for readiness this year, with House increases of $2.8 billion to the 92 billion operations and maintenance request for training and upkeep. A proposed readiness protection authority would shield training funds from deployment costs. Critics argue readiness is being exploited to justify more defense spending, while supporters say current levels reflect real needs. Investigations highlight tank crews at Fort Hood, extended deployments to Haiti and Somalia, personnel shortages in Camp Lejeune units, and Navy maintenance cuts amid overseas obligations.
