Renaissance bid ties to hurricane cleanup and Craven recycling deal
The joint venture Renaissance Environmental Corp and Phoenix Recycling faced scrutiny over a 1993 Havelock recycling contract with CRSWMA. Jeffery Nolan allegedly used Hurricane Andrew work with the Army Corps of Engineers to support the bid, while the Corps later pursued possible damages for unfulfilled cleanup. Coral Gables debris remained largely unrecycled, and questions surrounded Nolan, the Miami cleanup contractor PZ Construction. The board noted concerns and checked with the Corps, which had no adverse findings. The CRSWMA awarded the project to Renaissance and Phoenix, with progress limited as of late 1993, and Columbia County officials later weighed Renaissance for a facility but rejected them due to corporate name changes and bond issues.
