U S shifts to detain Cuban refugees at Guantanamo Bay

Washington unveiled a new policy to move Cuban refugees picked up at sea to the U S Navy base at Guantanamo Bay Cuba for processing. The plan includes dispatching more Coast Guard ships to intercept vessels while thousands of Haitian refugees already await processing at Guantanamo. Officials said sites for processing Cubans exist but did not name them. The move follows criticism from Chiles and contrasts with earlier pleas for help from Reno.
