But grievance procedure changes Council vote cleared by Tony Briggs Sun coast gondolier news editor the Venice City Council will vote in Public meetings whether to hear employee grievances in the future following a questionable private vote on such a matter two weeks age and a subsequent investigation into whether the balloting was a violation of the government in the Sunshine Law. Assistant City atty. Jack Mcgill said Friday that after studying the Law he did not think the councils private balloting was a violation of the Law. But he conceded the act was questionable. Mcgill has advised that Council rectify the situation by voting again on the grievance at tuesdays regular Council meeting. City clerk Steve Albee also has been advised to rewrite the grievance procedure in the personnel handbook to require that All votes on future grievances be voted on in regular meetings rather than by ballot outside the Mcgill said after researching the Law that the councils handling of the grievance could be considered proper because it was a a quasi judicial act a which does not have to be performed in Public meetings. A i done to think anyone can say it is a per be violation of the Sunshine Law or that it was not a per be violation of the Sunshine Law a Mcgill said but explained he did no to see any a real he said that even if there was a violation the Council would Only have to take the vote in Public to Correct the improper act. The Council voted two weeks ago not to hear a grievance from City Engineer ted Yeatts under the procedure set Forth in the personnel rules. Since the regulations say Only that the Council has the option of either hearing the grievance or rejecting it Albee circulated a memo to the elected officials giving them the Choice by marking a Box a a yes or a no Quot. After the vote was taken Albee asked the attorneys to look into the possibility of whether it was a violation of the Sunshine Law which prohibits elected officials from taking official acts outside of Public meetings. Mcgill said he did not think the decision on the grievance constituted a policy decision and therefore was not subject to the Law. Lice make for Lousy students students sometimes get so bogged Down in school work they feel like tearing out their hair. But if your child seems to be scratching his head More than usual it might be head lice and not Homework that is the Root of his itching. For the fourth year in a Row outbreaks of head lice have been reported in county schools. There have been at least a half dozen cases in each of the South county elementary schools according to Mary Myers Public health nurse and the problem is believed to have also spread to the Junior and senior High schools. The incidence of pediculosis Rapitis head lice is a National problem and one that has escalated since the ban of Dot insecticide in 1971. The county health department says lice infestation was fairly widespread until the use of Dot during world War ii nearly eradicated the insects. But the outlawing of Dot extensive world travel and an increase in social Contact Are All thought to have contributed to the present situation the health department reasons. This years Calendar of activities promises to surpass All previous celebrations with a Host of new events and Many old favourites included in the schedule. The festival will begin Friday oct. 21 at 7 . When radio station War begins giving clues to the location of a treasure Chest key. The first person to locate the key and open the Chest May claim the $25 treasure. Sports fans will have a Field Day during the 10-Day fiesta.
