The Good news is that it Only Cost the taxpayers $5,000 to keep the facility operating during the past nine months of 1977 instead of the $30,000 that was projected. The bad news is that it will Cost $30,000 to keep the Community Center operating in the coming year based on projected revenues and expenses. The bad news May not be As Bleak As it seems however if one is to believe comments from Public works director Larry Heath and Community Center director Gene Burr. They say that the income projections arrived at by City comptroller Bill Kern Are very conservative which Means that the deficit wont be As Large As predicted. But even the most ardent optimists at cite Hall concede there is virtually no Way the Community Center is going to break even much less make a profit. Kern defended the estimated expenditures for the Center for the coming year but admitted his i income figures May be a Little Low. They Are based on last years use of the facility which All concede was lower than it will be this year. Electric Bills along with higher water and sewer charges Are going to Cut into the income the taxpayers of the South county Are paying More than $635,000 for their new ambulance District and some residents Are complaining the amount is too High. But the county a Deputy director of management control Mike Frazier explained that the reason the Cost is so High is that South county property owners Are paying for two years of ambulance service operation instead of just one. This came about As a result of the fact that the District was created at a time when a millage could not be levied until the service had already been in operation for almost a year. Because of this the District operated on borrowed Money for its first year. Realized from the rental of the Hall and $6,000 budgeted for capital improvements there Are going to increase the deficit even More. All of the higher costs for operating the Center have resulted in a final projected expenditure of $51,500 instead of last years $22,000. A Mere $20,000 in income has been estimated. If a Large deficit is incurred it wont be because no one is using the new Community facility. Burr said that he has already booked some event for every weekend for the next three months and has contracts drawn up which will bring in $25,000 a More than has been projected for the entire year. Although some have said that the City would be Able to do better if it promoted its own events in the Community Center Burr said a a it a working out fairly Good the Way its a there is always room to get better a he conceded but explained that even if the City were to promote an event it be held anytime soon because the prime dates Are already booked for the next few months. The Only Slack time the Center has now is Early in the week during the Day and one of those Days is usually reserved for a general cleanup of the building Burr said. Many people do not realize the Community Center is being used now that a millage has finally been set the taxpayers of the District Are having to pay Back the borrowed Money As Well As provide funds for the coming year Frazier said. It took one full Mill the maximum amount which can be levied in the District to provide this much Money. Frazier estimated that the District will have to Levy Only .6 Mills next year to provide enough funds to continue to operate. There have been some complaints among area residents that the property tax is not a fair Way to fund the ambulance District because such people As the Mobile Home Park residents who use the service most do not even have to pay such taxes. Frazier said there is some so extensively because Many times the events Are not open to the Public. Wedding receptions and Large club meetings Are held often Burr said. Mayor Harry Case believes the Community Center is a great asset for the area but thinks the county should eventually take Over the operation entirely because it is used by everyone in the South county not just Venice residents. But while the City does control it he said he sees no reason Why it can to sponsor events to try and reduce the deficit and increase its use. Case never sees the Center making enough Money however to break even. Variables such As change in the rate Structure or a sudden upturn in big Money making events could make a significant difference in what next years financial picture turns out to be. At Jacaranda Golf club. This event will be held saturday sunday tuesday wednesday thursday Friday and saturday seven even Days in All. It is open to All Ages male and female. Suggestion boxes have been known throughout time As places where a lot of Good ideas fall on deaf ears. But the City of Venice has decided to use some of the suggestions its employees have made resulting in a $22,000 saving to the taxpayers and almost five extra weeks of paid vacation for the workers who made the suggestions. City personnel manager Lucille Doeble said the suggestion Box concept began in the City in Early 1976. Since that time 105 suggestions have been made by employees seeking a Reward of Between two and 40 hours off with pay depending on the magnitude of the saving the City receives As a result of the idea. In the fiscal year just past 24 of the 83 suggestions were accepted by the suggestion committee and implemented by the City Doeble said. A she explained that there Are six suggestion boxes located at different areas in the City. Suggestions Are collected each month forwarded to department Heads for a preliminary Okay and finally brought before the suggestion committee for final approval. The suggestion committee is composed of representatives from each department in the City Doeble said. The committee evaluates each suggestion As to feasibility and the saving which would result if it were adopted. If the saving to the City is Between $100 and $500, the worker gets four hours off with pay. The scale increases All the Way up to a saving of More than $5,000, with such a suggestion netting the author a full 40-hour week off with pay. To eliminate any Bias which May result from personalities Doeble said the suggestions Are assigned numbers before anyone considers the Merit of the ideas. She is the Only one who knows who came up with the suggestion until the evaluation process is Complete. Most of the ideas Are so simple it is surprising no one thought of them before. The employee who earned the Only 40-hour vacation last year suggested that Oil changes and service on City vehicles be performed by the motor Pool. The estimate saving to the City was $6,000. Not All the suggestions Are As great As that one however. Doeble laughingly noted that one of the strangest ideas came from an employee who suggested the City Start using paper clips with ridges on them rather than the smooth ones. Doeble said she has never seen any gripes come through the suggestion boxes but she noted that she found two cents on one of them once.
