Sun Coast Gondolier (Newspaper) - June 30, 1977, Venice, FloridaSun coast gondoliers the Volvo of Toto South county it $77,000 sidewalk plan okayed Venice is going to get three Miles of new sidewalks and bicycle paths thanks to a Council decision tuesday night to spend $77,000 from a new Public works Grant on that project rather than Complete the construction of parking facilities at the Community Center. City Engineer ted Yeatts said the bicycle path would run from where the county path ends at Hatchett Creek Bridge under the Bridge on West Venice Avenue Down Bahama Street and West to Circle around the Community Center. The path would continue to Harbor drive and then North to connect with the footpaths in linear Park on West Venice Avenue. Sidewalks will be built along the Rialto and on several other streets in the Southeast sector of the City under the plan Yeatts said. Yeatts along with City administrator Dale Rieth and councilman . A a Berry Walker argued that the Money would be better spent adding 70 parking spaces at the Community Center and completing sodding and landscaping to give the facility a a finished but councilman Bill Freeman City spending projections set by Tony Briggs Sun coast gondolier news editor City department Heads have projected the need for expenditures of $5.4 million Over the next five years in a recently completed capital improvement program released this week. The projected Cost outlays include plans for the Purchase of four new fire trucks and the construction of two new fire stations the expansion of the existing reverse osmosis water treatment facility the completion of an effluent land spread system at the City sewer treatment Plant and More than $1 million Worth of improvements at the Venice Airport. The five year Cost projections Are mandated under the recently approved revised charter. City administrator Dale Rieth had the project almost completed at the time of the charter a passage. The program does not include projections for the upcoming budget year but begins in 1978-79 i and follows through to 1983. Department Heads projected that the biggest expenditures would take place in the 1978-79 budget year with More than $1.75 million recommended to be spent at that time. That total is staggering in Light of the fact that the City a entire budget for this past year was Only $2.8 million and the greatest part of it consisted of salaries. The primary reason for the huge expenditure in that year is weather High Low rain june 23 9172 .00 june 24 93 74 .00 june 25 98 75 .00 june 26 91 80 .00 june 27 90 75 .00 june 28 91 .73 .00 june 29 93 74 .00 rain for the week.00 rain for the month 2.86 rain for the year 10.54 temperatures and rainfall Are recorded at a . Daily on the dates shown for the preceding 24-hour period that $500,000 will be needed for sewer expansion and land spread construction at the sewer Plant nearly $300,000 for Airport improvements and $367,000 for new City vehicles. Close to 90 percent of the Airport expenditure May be avoided however if the facility is brought into compliance with Federal aviation guidelines before then and become eligible for Federal Grant monies. City administrator Dale Rieth in a cover letter on the report stressed that the projections Are flexible and should be revised every year. A it is anticipated that the capital programs As approved by the City Council will be refined and up dated each budget submission year with Cost information becoming increasingly More accurate As the implementation year progresses to the Point of inclusion in the City budget Quot he said. Other expenditures which Are projected in the five year program Are continued on Page 3 took the opposite viewpoint saying a i think we have a Golden Opportunity Here. We have the Money Here to do one Heck of a Job building sidewalks a he added that he thinks the residents of Venice will get More use and pleasure out of sidewalks then they would out of having parking facilities at the Community Center. Mayor Harry Case agreed reasoning that there is going to be a greater need for sidewalks in the future if More people Stop driving cars and Start using bicycles because of the Energy shortage. Walker still not convinced said he does not think the route of the bicycle path will do anyone any Good and added a i would like to see us put this Money where it will have some Impact. To finish but when the final vote came Only Walker supported the idea of completing the parking lots at the Community Center and the sidewalk project was approved. Work on the project should be completed by the end of the year under the terms of the Grant. In other action the Council a approved a bid of $13,387 for the installation of sewer lines on the Esplanade Extension. Yeatts told the Council the bid was a exceptionally Low a since he predicted it would Cost More than $22,000 to do the Job. The result will be that assessments to the residents along the right of Way will be reduced he said. A threw out All bids for replacement of the firehouse doors for the Harbor drive station and accepted a lower quote from Jim continued on Page 3 vol. 33, no. 49 40 pages second class postage paid at Venice Florida 33595 Telephone 813 484-2611 thursday june 30, 1977 published twice weekly Price 10c area shelters in unusual heat wave hot dry and hazy. That is the weather forecast residents have been hearing for almost the entire month of june a and its about As Normal As last Winters unusually cold weather. Consistent daytime temperatures in the 90?Ts were almost unheard of in Venice in june until this year and the Lack of rainfall has combined to make the area dry up like old pin Needles. The normally Lush Green boulevards of the City Are beginning to turn Brown As though they had been singed by a Blowtorch and the Yards which usually require cutting twice a week Are Lucky if they need it once every two weeks. A comparison of last years rainfall figures with this years May give some inkling As to Why everything is dying. This months rainfall has totalled Only 2.86 inches at a time when the area is normally a month into the Rainy season. Last year at this time 10.22 inches of rain had been recorded for the month of june with 18.43 inches for the year. This years total to Date is Only 10.54 inches. A comparison of temperatures reveals similar differences. Last june the Mercury Only made it to the 90 degree Mark once while during this past month 90?Ts have seemed the Rule rather than the exception. Actually the temperature has topped the 90 degree Mark less than a dozen times this month but at one Point hit 98 a breaking All records. The extreme heat combined with unusual conditions of pollution Haze and supposed dust Clouds form the Sahara desert have made the normally tropical climate seem like less than a Paradise this year. The familiar thunderhead which usually build in the East in the morning and move West to drench the coastline in the evening have yet to make their appearance this summer either because the sky was so polluted they weren to visible or they just weren to there to begin with. The result has been not Only that the area is deficient in rainfall but it in t being cooled by the rapidly moving Squall lines As it usually is each Day. So it just gets hotter. And hotter. And hotter. Combined with High humidity it makes the air seem oppressive and the least amount of exercise is rewarded with a drenching sweat. Air conditioning seems to offer the Only Relief from the muggy conditions and even though it costs More this year than it Ever has there Are few who can live and work comfortably without it. Weathermen continue to predict no change in sight but if conditions do not alter soon the area and perhaps the entire state will be facing some of the same problems with which drought stricken California is now coping. Most feel certain however that the Rainy season will have to begin soon and tropical Florida will again become tropical.
