The Columbus Gazette reviews the Monroe doctrine in light of the Panama canal project. It traces origins to Monroe 1823 and outlines Allied powers interventions, Verona and Laybach, Britain’s warnings, and Calhoun’s defense of the doctrine. It notes the doctrine as a declaration, not a policy, and cites responses to colonialism and Maximilian.
