Telegram exposes rail rate pressure on emigrants in 1884

In a Cincinnati telegram J. A. Scamahorn relays Shattuc of the O and M RY exposing Will M. Hall of the Chicago and Eastern Illinois RY pressuring to withdraw special rates for emigrants bound west. The message asserts a bid to force full tariff charges and defends a fair rate contract amid alleged misrepresentations by rival lines.
