Ogden investor case fast-tracks toward witness for DEA ties

The fraud case involving Ogden's Kiowa project heads to closing arguments as an FBI forensic accountant is set to tie transactions together. Prosecutors expect testimony from Agent Gerald Kaphing, Ogden's claimed DEA handler since 2001, while defense argues Ogden acted as an informant to expose real estate corruption. Investors allege losses of up to 7 million from the 360 acre Kiowa scheme that never broke ground, and restitution of 9 million plus remains owed to about 500 investors from a late 1990s Weber County Ponzi case.

Former Utah AG Paul Van Dam urges stronger water conservation while noting St George area households use most water but pay little. Senator Howard Stephenson says water services should not be subsidized by property taxes and urges real costs to be felt at the tap.
