TUTTLE'S WAR RECORD. Arbitrary arrests and missing cotton stir Natchez
Extracts from a 1866 letter describe General Tuttle's activities in Natchez during 1864 including the arrest of a planter with ninety three bales of cotton and the seizure and destruction of belongings. The author alleges abuses by Tuttle and others, noting murders threats and misuse of rations and cotton schemes. It also covers school fund mismanagement by Republicans and compares postwar fiscal transfers for education.
